This act creates a statewide motor vehicle registration and license plate issuance system to support all functions necessary to register motor vehicles and issue license plates. This act requires the Wyoming Department of Transportation to implement and administer the motor vehicle registration and license plate issuance system, authorizes the Department to contract with vendors to develop, implement, and provide ongoing administration of the system, and requires all county treasurers to use the system. This act authorizes the Wyoming Department of Transportation to charge a transaction fee of not more than five dollars ($5.00) for each transaction processed through the motor vehicle registration and license plate issuance system to recover the Department's costs associated with the maintenance and ongoing administration of the system. This act requires the Department to notify each county treasurer before establishing a transaction fee or changing an existing transaction fee, prohibits the Department from charging counties the transaction fee, and prohibits the transaction fee from being reduced or deducted from any other legally required fees, taxes, or distributions. Comments: This act has a delayed effective date of July 1, 2028.
