Description
AN ACT relating to civil procedure; creating the Wyoming Guaranteeing Rights Against Novel International Tyranny and Extortion (GRANITE) Act; creating a cause of action against foreign states and international organizations regarding foreign censorship laws that violate specific constitutional provisions; providing for standing, jurisdiction, venue, alternative service of process and a statute of limitations; providing remedies; imposing joint and several liability; prohibiting the state from recognizing, enforcing or cooperating with certain foreign judgments; creating a cause of action against the state for the recognition, enforcement or cooperation with certain foreign judgments; providing civil penalties; providing definitions; providing legislative findings; making conforming amendments; requiring rulemaking; and providing for effective dates.
