In conducting its study, the Department shall consider and assess potential reforms to the Commonwealth's tax structure which would be necessary to eliminate individual income tax liability in the Commonwealth. The Department shall complete its meetings by November 30, 2026, and submit a report of its findings to the Governor and the General Assembly for publication as a House or Senate Document no later than the first day of the 2027 Regular Session of the General Assembly.
