A BILL TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY ADDING SECTION 24-3-990 SO AS TO PROVIDE THE DEPARTMENT OF CORRECTIONS MAY MAINTAIN CANTEENS AT ALL PRISONS OR INSTITUTIONS UNDER ITS JURISDICTION THAT MUST BE SUBJECT TO AUDITS BIENNIALLY.
