SB 1800 — SB 1800 - This act creates provisions relating to expressive activity at postsecondary educational institutions. The act defines a "postsecondary educational institution" as including any approved Missouri public institution of postsecondary education under the Access Missouri Financial Assistance Program. Every student of a postsecondary educational institution who receives state student financial aid shall be deemed by such receipt to have agreed to observe the rules and regulations promulgated by the governing authority of the postsecondary educational institution. Subject to administrative review and hearing procedures described in the act, any student who receives state student financial aid in connection with his or her matriculation and who, while on the campus of the postsecondary educational institution, engages in materially and substantially disruptive conduct and is convicted of a crime or found by the institution to have violated any code of conduct as a result of such disruptive behavior shall be ineligible for state student financial aid for a period not to exceed the ensuing two academic years. Each postsecondary educational institution shall adopt a policy detailing students' rights and responsibilities regarding expressive activities at the institution. The policy shall allow students to engage in expressive activities on campus, including by responding to the expressive activities of others, and to invite speakers to campus. The policy shall prohibit using a device to amplify sound while engaging in expressive activities on campus during class hours. The policy shall further prohibit, during the last two weeks of a semester or term, engaging in certain expressive activities described in the act, such as using a device to amplify sound or using a drum or other percussive equipment. The policy shall also prohibit camping or erecting tents on campus; wearing a mask with the intent to obstruct law enforcement or intimidate others; lowering the institution's United States flag or Missouri state flag with the intent to raise the flag of another nation or a flag representing an organization or group of people; or engaging in expressive activities on campus between the hours of 10 p.m. and 8 a.m. The policy shall establish disciplinary sanctions for students, student organizations, or employees who unduly interfere with the expressive activities of others on campus or violate an institution policy or state law. The policy shall include a grievance procedure; require students to present proof of identity on request by a peace officer; be approved by a majority vote of the institution's governing board before final adoption; and be posted on the institution's website. SB 1775 — SB 1775 - This act requires hospitals to establish a workplace violence prevention committee or authorize an existing committee to develop a workplace violence prevention plan as described in the act. The workplace violence prevention plan shall be based on the practice setting, encourage health care professionals and employees of the facility to provide confidential information to the committee, adopt a definition of workplace violence, as described in the act, require annual training, prescribe a system for response to and investigation of incidents, address physical safety and security. The hospital shall annually review the plan. No person shall discipline, discriminate against, or retaliate against another person who reports an incidence of workplace violence or advises a health care professional or employee of their right to report an incident of workplace violence. This provision is identical to HB 3401 (2026), and to a provision contained in SB 1719 (2026). A person shall be guilty of the offense of assault in the fourth degree if the person knowingly causes physical pain to a special victim, as defined in current law. A violation shall be a class A misdemeanor unless the person has previously been found guilty or pled guilty to an assault offense, in which case the violation shall be a class E felony. A violation committed by a person who has previously been found guilty or pled guilty to an assault offense on two or more occasions shall be guilty of a class D felony. Any such offender shall not be sentenced to a fine or be eligible for probation or parole until the person has served a minimum of six months or one year, as applicable. This provision is identical to HB 2072 (2026), and to a provision contained in HS/HCS/HBs 3068 & 3049 (2026). TRISTAN BENSON, JR.died on adjournment

SB 1732 — SB 1732 - This act modifies provisions relating to the removal of persons unlawfully occupying property with a residential dwelling through ex parte orders and the offense of criminal mischief. Specifically, this act changes "residential dwelling" to "private noncommerical property" as it relates to such provisions. As it relates to the provision regarding the ex parte order of removal, this act defines the term "authorized agent" to include executors, administrators, trustees, and verified heirs. This act also provides that the property owner, after the sheriff serves the order of removal, may remove the property, rather than just personal property, of the unlawful occupant without liability for damages unless the removal was wrongful. SB 1792 — SB 1792 - This act establishes the "Pay Us Back Act". The act requires the Commissioner of the Office of Administration to determine the total amount of football-related public benefits, as defined in the act, received by any professional sports team affiliated with or franchised by the National Football League that leases a sports facility receiving state appropriations. For all calendar years beginning on or after January 1, 2027, and ending on or before December 31, 2031, such professional sports team shall, for the purpose of reimbursing the state for such football-related public benefits, annually remit to the Department of Revenue an amount equal to one-fifth of the total football-related public benefits, which shall be deposited in the "Sports Facility Remediation Fund", which is created by the act. Seventy-five percent of the moneys in the Sports Facility Remediation Fund shall be used solely for the demolition or conversion of a sports facility that has received state appropriations in order for such facility to be economically developed and put to another lawful public or commercial use. The remaining twenty-five percent of the moneys in the Sports Facility Remediation Fund shall be appropriated to the Department of Health and Senior Services for the purposes of conducting research on the causes and effects of chronic traumatic encephalopathy (CTE). The total amount of reimbursements received pursuant to this act shall not exceed the total amount of football-related public benefits. JOSH NORBERGdied on adjournment

SB 1716 — SB 1716 - The act repeals and modifies certain provisions relating to the regulation of public utilities. CONSTRUCTION WORK IN PROGRESS (Section 393.135) The act repeals provisions relating to the construction work in progress of any facility by a public utility. Current law provides that base rate recoveries arising from inclusion of construction work in progress in a public utility's rate base are subject to refund if the construction costs giving rise to the construction work in progress included in the rate base were imprudently incurred or if the project for which construction costs have been included in the rate base is not placed in service within a reasonable amount of time, as determine by the Public Service Commission. The act provides that such base rate recoveries are subject to a refund if the construction costs are otherwise unreasonable. The act further repeals the provisions relating to the expiration date of the provisions relating to the construction work in progress. FUTURE TEST YEAR (393.150) The act repeals provisions relating to a test year being a future test year if a public utility elected to use a future test year, including provisions relating to updating the public utility's base rates, recovery of costs of any plant investments, reconciliation of a public utility's rate base, reconciliation of certain expenses by a public utility, and a provision relating to the Public Service Commission's rulemaking authority. SB 1734 — SB 1734 - This act authorizes the city of Chesterfield to establish an entertainment district in which licensed establishments may sell intoxicating liquor by the drink for consumption within the entertainment district during certain hours as provided in the act. Establishments shall apply for an entertainment district special license and shall pay an annual license fee of $300. A holder of an entertainment district special license shall be solely responsible for alcohol violations occurring at its establishment and in any common areas.
