-Force; prescribing the membership and duties of the Task
-Force; requiring the Task Force to submit certain reports;
-and providing other matters properly relating thereto.
-Legislative Counsel’s Digest:
- Existing law creates the Division of Outdoor Recreation of the State 1
-Department of Conservation and Natural Resources and requires the Administrator 2
-of the Division to perform certain duties relating to outdoor re creation in this State. 3
-(NRS 407A.540, 407A.570) Section 2 of this bill creates the Transit -to-Trails Task 4
-Force and sets forth the membership of the Task F orce. Section 3 of this bill 5
-requires the Task Force to: (1) identify high -priority areas for a program to expand 6
-access to trails in this State using public  transit; and (2) identify and apply for 7
-grants of money from the Federal Government and private entities for the 8
-expansion of public transit that runs to trailheads in this State. 9
- Section 4 of this bill applies certain definitions relating to the Division to the 10
-provisions of sections 2 and 3.  11
- Section 5 of this bill requires the Task Force to p repare and submit a written 12
-report describing the activities, findings and conclusions of the Task Force and any 13
-recommendations for legislation by August 31 of each even-numbered year.  14

-THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
-SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
-
- Section 1.  Chapter 407A of NRS is hereby amended by 1
-adding thereto the provisions set forth as sections 2 and 3 of this act. 2
- Sec. 2.  1. The Transit -to-Trails Task Force is hereby 3
-created. 4
- 2.  The Task Force consists of the following members 5
-appointed by the Legislative Commission: 6
- (a) One member who represents the Office of the Governor; 7
- (b) One member who represents a law enforcement agency in 8
-this State; 9
- (c) One member who represents a regional transportation 10
-commission in a county whose population is 100,000 or more but 11
-less than 700,000; 12
- (d) One member who represents a regional transportation 13
-commission in a county whose population is 700,000 or more; 14
- (e) One member who represents a county whose population is 15
-less than 100,000; 16
- (f) One member who represents the Division; 17
- (g) Two members who represent the public and who have an 18
-interest in outdoor recreation and transportation; 19
- (h) One member who represents an advocacy group relating to 20
-transportation and outdoor recreation; 21
- (i) One member who represents the Un ited States Bureau of 22
-Land Management; 23
- (j) One member who represents the United States Forest 24
-Service; and 25
- (k) One member who represents the United States National 26
-Park Service. 27
- 3.  The members of the Task Force shall serve a term of 4 28
-years. A member m ay be reappointed to the Task Force and any 29
-vacancy must be filled in the same manner as the original 30
-appointment. 31
- 4.  The members of the Task Force serve without 32
-compensation and are not entitled to the per diem or travel 33
-expenses provided to state officers generally.  34
- 5.  The Task Force shall meet on a quarterly basis. At the first 35
-meeting of the Task Force, the members of the Task Force shall 36
-elect a Chair and Vice Chair from among its members.  37
- 6.  A majority of the members of the Task Force constitu tes a 38
-quorum for the transaction of business, and a majority of those 39
-members present at any meeting is sufficient for any official 40
-action taken by the Task Force.  41

- Sec. 3.  The Transit-to-Trails Task Force created by section 2 1
-of this act shall: 2
- 1.  Identify high -priority areas  for a program to provide or 3
-expand access to trails in this State , using public transit, based on 4
-the need for transportation infrastructure to improve access to 5
-outdoor recreation for communities with limited transportation or 6
-parking, with public safety concerns or where the weather of the 7
-community makes public transportation a bette r option for trail 8
-access; and 9
- 2.  Identify and apply for grants of money from the Federal 10
-Government and private entities for the expansion of public transit 11
-that runs to trailheads in this State , including, without limitation, 12
-in the high-priority areas identified pursuant to subsection 1. 13
- Sec. 4.  NRS 407A.500 is hereby amended to read as follows: 14
- 407A.500  As used in NRS 407A.500 to 407A.620, inclusive , 15
-and sections 2 and 3 of this act, unless the context otherwise 16
-requires, the words and terms defined in NRS 407A.510, 407A.515 17
-and 407A.525 have the meanings ascribed to them in those sections. 18
- Sec. 5.  The Transit-to-Trails Task Force created by section 2 19
-of this act shall prepare and submit a written report to the Director 20
-of the Legislative Counsel Bureau for transmittal to the Joint Interim 21
-Standing Committee on Growth and Infrastructure describing t he 22
-activities, findings and conclusions of the Task Force and any 23
-recommendations for legislation not later than August 31 of each 24
-even-numbered year.  25
- Sec. 6.  The provisions of NRS 218D.380 do not apply to any 26
-provision of this act which adds or revises a requirement to submit a 27
-report to the Legislature. 28
- Sec. 7.  This act becomes effective on July 1, 2025, and expires 29
-by limitation on October 1, 2030.  30

+April 30, 2025   Chair Anderson and Members of the Assembly Committee on Natural Resources:  As a resident of Reno, I feel invested in the future of our community and the preservation of the natural beauty that makes Nevada so special. I support SB 405 and the creation of the Transit-to-Trails Task Force. This initiative is a crucial step toward making our incredible outdoor spaces accessible to all, regardless of economic or geographic limitations.  As someone who enjoys hiking, biking, and simply spending time in nature, I recognize how important it is to connect people to these places. However, I am also aware of the barriers many in our community face, particularly those who do not have easy access to transportation. Public transit is a vital tool in breaking down these barriers and ensuring that everyone, from Reno’s urban neighborhoods to rural areas, has the opportunity to experience the health and wellness benefits of outdoor recreation, especially when the costs of living across the nation rise, prohibiting some from accessing transportation.  The Transit-to-Trails Task Force will provide the focused effort needed to identify areas where access can be expanded and help secure funding for these critical projects. With the rise of climate change and transportation challenges, having a sustainable and accessible way to reach trailheads will not only benefit our physical health but also our community’s mental well-being.  This bill speaks directly to the needs of our residents and our state’s long-term goals for recreation, public health, and environmental stewardship.
